A warning to the CCPOA membership.

It is being reported HERE, that there is a letter, appearing to be from Mike Jimenez, circulating throughout the CCPOA membership. This letter is accompanied by a questionnaire which asks the member for personal information of the type that is solicited in, what is referred to, as the Nigerian Lottery Scheme which is perpetrated over the internet. The purpose of such schemes is, ultimately, to gain enough information to commit identity theft.

As reported, there are substantial errors in the information provided in these letters, such as the number of days of the impending furlough (the letter reports only one while everyone else reports two) and the return address which is in Napa (CCPOA has no office in Napa). The letter also refers to the "Executive Board" rather than the "Executive Council".

If you should receive one of these letters, you SHOULD NOT fill out and mail in the attendant questionnaire as requested. It may look official, but many "phishing" scams on the internet direct their victims to fraudulent, yet official looking, web sites. The same can be accomplished through the U.S. Mail.

Instead, you may want to file a report of mail fraud with the Postmaster of your local post office.

Since MJ is, reportedly, the author of the letter, you can contact him by email at mjccpoa@aol.com and report this to him directly.

A Letter In The E-Mail.

I have, recently, received an e-mail from a thoughtful Correctional Officer who expressed dismay at the cimccpoa website being diverted for purposes other than the posting of information regarding the CIM chapter of CCPOA. I do understand and sympathize with his plight and, under normal circumstances, I would be working closely with the Chapter Board at CIM to continue keeping the blog updated and current. However, things have not gone according to plan as the bungled negotiations of Mike Jimenez have, at all levels, involved the CCPOA membership and their dues money in one, West Sacramento, fiasco after another. Correctional Peace Officers now find themselves working under the implemented terms of the Department of Personnel Administration's Last, Best and Final offer.

CCPOA finds themselves the Defendants in an, ever growing, list of lawsuits filed by Mike's former business associates, and the personal profiting that goes on through the EC member's acquisition of CCPOA assets at fire-sale prices, and the Christmas bonuses for these very same members, makes any continuing support of this system ridiculous. As long as it is "business as usual" every day in CCPOA, things will not need to get better.

For the volunteers that keep CCPOA afloat, perhaps it is time to step back and let CCPOA go. The harder the volunteer works at keeping CCPOA afloat, the more license the EC takes in plundering CCPOA, both philosophically and monetarily. Mike Jimenez has created a feudal system within CCPOA in which there are two classes of membership, the serfs and the royalty even though the price of membership remains the same for both. What would happen if all of the serfs said, "NO MORE".

The deterioration that CCPOA is experiencing, is not unknown nor unpredictable in the corporate world. In many corporations, after the corporate visionary leaves, his/her successors are left with the corporate assets and good name, but not necessarily with the same vision as the founder for the health and unity of the corporation. Rapidly, after the founder exits, pockets of self-serving power develop within the corporation and the unity and health suffer greatly. These are signs that the declination has begun. More volunteerism will not heal this condition, in fact, more volunteerism would be analogous to giving an alcoholic more drinks in the hopes that this would cure him. No, the cure is not to be found in working feverishly to maintain the status quo, the cure lies in excising the cancerous tumor.

Mike's aborted cries of "TOTAL RECALL" at the convention were, immediately, forgotten after the convention's close. It was merely a device to whip up fervor amongst the delegates. It was a bit of parlor magic, some legerdemain to hoodwink, horn-swaggle and bamboozle those in a position to vote for the State President. Perhaps this "TOTAL RECALL" mantra would be better served if it were re-directed against the internal enemies of CCPOA, those who wrap themselves in the banner of the membership and continue to abuse their office.

A recall of any member of the Executive Council can only be accomplished by a State Board Of Directors vote and the State BOD is made up of the Chapter Presidents.

This time it is a good rumor!

RUMOR has it that all of the West Sacramento crowd that is currently suckling from the UPL trough, EC included, will be getting a one way trip back to their institutions from whence they came, courtesy of the DPA express.

Why you ask?

It is rumored that there is the small matter of an unpaid UPL bill for a CCPOA payment to the State of California to the tune of, roughly, $2 Million. This should be GREAT news for all of the West Sacramento bunch. Now they can re-bond with their roots and all of the "little people" who's dues money have made their opulent lifestyle possible.

What an opportunity for the UPL folks to learn and grow from this new experience.

Hopefully, we will be seeing you back at the institutions soon so that you may impart all of the knowledge that you have acquired during your travels. Inquiring minds want to know.

Life In The Box.


It seems that the membership of CCPOA has been placed in a box from which there is no escape.

CCPOA is a proud and noble organization . . .

I'll say it again!!

CCPOA is a proud and noble organization!!

I say this twice because there are those that live in the EC box and view any criticism of the CCPOA leadership as union busting. Thereby any argument or evidence in support of one's criticism can be dismissed without discussion. The EC and their minions have made the California Corporation, CCPOA, and the Executive Council inseperable. Any criticism against one of the Executive Council, Mike Jimenez in particular, is portrayed by the EC as being an attack on the corpus of the organization and, if lodged by CCPOA's steering committee - the State Board of Directors, is not tolerated. The offending Chapter President is attacked, berated and belittled, from the podium, at the next State Board.

Constructive and valid Criticism has become the new bogey man that is being blamed for the union's ills instead of blaming the root causation for the criticism. The feeding frenzies on the State Board of Directors, conducted from the podium, have become the new Dog-And-Pony show that deflects attention from the root causes which give rise to the complaints.

Essentially, The Executive Council and their leader have wrapped themselves in the flag of the CCPOA membership and have convinced a sufficient number of members that any criticism of the policies of individual leaders of CCPOA is a direct attack on the organization itself. By cultivating and perpetuating the "seige mentality" within the membership, West Sacramento has silenced it's dues paying opposition. By the elimination of viable, credible candidates for the office of the State President, either immediately before or at the convention itself, Mike Jimenez will always win the election for a lack of a popular selection.

Don't bother to complain about this treatment though, your shouts cannot be heard outside of the box that Mike has placed you in. Just pick up your sword and follow Mike to the next windmill, although you may only get a T-Shirt for your efforts.

The Worth Of Volunteering Job Stewards.

The duties of a Job Steward are analogous to those of a paralegal or legal assistant.

The chart reflects the annual salaries that these occupations command (Find out more by clicking here). This should give the Job Steward volunteer a rough idea of, just how much, he is contributing to the opulent comfort of the EC and the discretionary income of CCPOA. If CCPOA had to pay for the services of the Job Stewards, maybe they would be forced into a positon in which the EC would have to make better financial decisions. The West Sacramento crowd seems to view the CCPOA Job Steward as an expendable asset whose sole purpose in life is to free-up money for the Executive Council so that they and their UPL paid homies can live large on the union dime. As volunteers for CCPOA, you are expected to do your work and keep your mouth shut (remember what the T-Shirt said).

Keep in mind that this figure is representative of only one Job Steward in a union with many more, statewide.

The Pod People Have Taken Over!

Compensated Volunteerism!


"I didn't get a big enough Christmas bonus last year and I need a bigger salary! You Job Stewards and Chapter Boards just don't know how tough it is here in West Sacramento trying to make ends meet.

You volunteers are just gonna have to work longer and harder so I can get more for me and my Union Paid Leave Homies! By the way, me and the boyz are paying way too much for our houses!

IT'S TIME FOR A DUES INCREASE!!!"



The changing face of unionism is changing the way that CCPOA volunteers need to start thinking. Considering all that the current Executive Council has done to the rank and file membership, perhaps the philosophy of compensated volunteerism has arrived.

"In service to our membership", that's the motto of the CCPOA volunteer. Whether they be a Job Steward, Board Member or serving on one of the numerous CCPOA committees, they make sacrifices in their personal lives to set aside time to be of service to the membership. Unlike the Executive Committee in West Sacramento, these volunteers don't get paid for their efforts even though these unpaid efforts save CCPOA tremendous sums of money because they don't have to hire professionals to do the work that the CCPOA volunteer does, FREE OF CHARGE.

In times past, volunteerism and the money that CCPOA saved in utilizing them was not an issue, why should it be an issue now?

For the first time in CCPOA's history, Board of Director's meetings have become a blood bath for any chapter President who dares to take an alternate viewpoint from Mr. Jimenez. The tactics of Mike Jimenez to get his way at the BOD meetings are intimidating the Chapter Presidents into silence, allowing Mr. Jimenez to get his way on all of HIS issues. It got him reelected didn't it?

CCPOA is spending money like a drunken sailor on projects which are, seemingly, unrelated to "Wages, hours and other terms and conditions of employment", so, clearly, the EC has WAY too much Monopoly money to play with. If they run out, they just have a dues increase. Under this philosophy of opulence in office and virtual unaccountability for dues expenditures, the CCPOA volunteers have every right to demand payment for their personal sacrifices. Sacrifices which free up large sums of money for the EC to lavish upon themselves, friends (UPL) and their self-promoting pet projects.

Even Schwarzenegger's People Are Confused.

Correctional Officer Mike Krinock asks the question that is on everybody's mind, "Does the Governor's Executive, Minimum Wage, Order include employees of the California Department of Corrections and Rehabilitation or not?"

Even in Schwarzenegger's camp this appears to be, largely, a matter of opinion with no definitive answer available.

This is what happens whenever there is poorly crafted and administered grandstanding going on in government.

Gilb Gets It Wrong.

DPA Director Mr. Gilb's letter to Mr Chiang, State Controller, directing him to pay State Employees (CLICK HERE), based upon a formula which does not place State job classifications into any of the three groups Mr. Gilb defines, is cumbersome, nebulous and, if for no other reason than it's incomplete and confused explication, is unenforceable.

I might point out that, even though the California Department of Corrections and Rehabilitation has NOT been exempted from the Governor's Executive Order per Attachment "A", Mr. Gilb has failed to issue any personnel directives to Matthew Cate, CDCR Secretary, directing him to cease and desist ALL OVERTIME for CDCR employees or modifying their job descriptions making them exempt from any "critical nature of the work performed by these departments and programs".

If CDCR employees are still subject to overtime, they are exempt from the minimum wage. This was stated by the California Supreme Court in White v. Davis, a case which Mr. Gilb liberally cites in his opening sentence. Since there has been no directive prohibiting any and all overtime in CDCR, thereby rendering CDCR employees not subject to overtime, the exemption from the imposition of the minimum wage would apply.

Until this is accomplished, Mr. Gilb's letter is incomplete and unenforceable due to the exemption criteria that he establishes in his letter which exempts the agencies listed in Attachment "A", yet omits The California Department of Corrections and Rehabilitation in which, currently, all employees are subject to work overtime.

Either this omission is a mistake or Mr. Gilb has issued a, secret, instruction to Matthew Cate that there will no longer be ANY overtime for employees of the California Department of Corrections and Rehabilitation.

New Supervisory V.P.

I was pleased to hear that CIM local will have a fine Supervisory leader in Lt. K. Grady "Shady". We have talked in great detail as to what he wants to get done at CIM and I think he will be a great resource for the CIM Chapter.

So please forward all Supervisor concerns to Lt. Grady.

He wants to lead the CCPOA Supervisors in the real union and start getting involved with Supervisory issues at CIM.

There is a issue with the Westyard Hub Sergeant that we will be looking into. It appears that when the job went for bid it was listed as a 8:OO to 4:00 pm position. And because of the hours listed some supervisor's didn't bid on it. And now it appears the hours changed to "vary" hours? (not sure what that means)

Three guards stabbed at Tehachapi prison

3:30 PM PDT, April 3, 2008

California corrections officials say two inmates stabbed three guards at a prison in Tehachapi and all state prisons have been locked down as a precaution.

Department of Corrections spokeswoman Terry Thornton said two sergeants and an officer were stabbed today and were in stable condition at local hospitals.

Thornton says the two inmates are affiliated with Southern California prison gangs.

State prisons will stay locked down until corrections staff can determine that the stabbing was an isolated incident.

Thornton says the inmates rushed the staff in an office on the maximum security general population yard shortly after 1 p.m.

Two weapons were recovered.

Officer Keliikoa started in the Department of Corrections March 7, 1988 and began at Corcoran State Prison April 18, 1988 and then transferred to the California Institution for Men in Chino August 14, 1989 where he worked at the West facility until last Friday February 29, 2008.

Officer Keliikoa was to sign out today to be officially retired but passed away yesterday of a Heart attack. Officer Keliikoa "Killer" as we all called him was loved by all who knew and worked with him he will be missed and we all morn along with the family at his passing.

Any funeral arrangements as soon as we are informed will be posted.

Why GA$ Hates Us So Much!

After reviewing these pictures of an Austrian prison, I think you'll agree that GA$ is looked upon, by his countrymen, as a slumlord. He, then, takes it out on Correctional Officers who have no say in the design and maintenance of California's Prisons. Typical bureaucratic mentality.

I knew CDCR was wrong on this issue and I'm glad they are choosing to cancel there original memo. Print and take to work and pass this updated memo out. This should replace all other memo's regarding the patches.

More On The Wierdness Surrounding The Patches

Due to the confusion on the patch issue, per the Warden, we have until June 1, 2008 to be in compliance with the November 30, 2006 memo which few have seen. So pass the word it will be posted on the boards and if any Supervisors "Threaten" any staff about the patch issue contact a "Chief Job Steward" at any yard immediately! These are F. Stevens at RC-East, D. L. Drake at RC-West, M. Krinock at RC-Central

Per the warden this info should have been passed out to everyone before now so again you have till June 1, 2008 to come into compliance on the patches !
